O R D E R
Pursuant to 38 U.S.C. § 7253(g) and consistent with 28 U.S.C. § 2071(b) and (e), the Court
has determined that, in light of amendments in November 2002 to chapter 16 of title 28, United
States Code, there is an immediate need to amend the Court's Rules Governing Complaints of
Judicial Misconduct and Disability (Rules). Accordingly, it is
ORDERED that the attached amended Rules are hereby adopted, thereby superseding the
Rules adopted in final form on February 3, 1993. The amended Rules are applicable to complaints
made on or after August 27, 2004, and to all complaints pending in the Court as of that date. It is
further
ORDERED that public comment on these Rules is invited. Such comment must be submitted
to the Clerk of the Court, United States Court of Appeals for Veterans Claims, 625 Indiana Avenue,
NW, Suite 900, Washington, DC 20004-2950, not later than November 5, 2004.
